RUSO Regents to Announce New Affordability and Transparency Framework to Sustain Oklahoma’s Workforce Development Through Quality and Affordable Education


OKLAHOMA CITY, OK – January 24, 2024 – At the Regional University System of Oklahoma (RUSO) Regents meeting, the launch of the RUSO Affordability and Transparency Framework took center stage. This initiative reaffirms RUSO’s decades-long commitment to providing accessible, high-quality education to Oklahomans while addressing students and families' financial challenges.

“Our universities are already leading the way in affordability,” said Dr. Brandon Tatum, CEO of RUSO. “This plan reflects our Regents’ dedication to maintaining our historic mission of training Oklahoma’s workforce with excellence and affordability.”


The framework builds on RUSO’s proven track record of offering tuition rates significantly lower than those of other four-year universities in Oklahoma. On average, RUSO students graduate with less debt, paying just $5,452.58 per semester and incurring an average total debt of only $17,724.50. The plan will ensure continued accessibility through innovative strategies, including seamless transfers, accelerated degree programs, financial transparency, and expanded need-based aid.


Key Highlights of the Framework Include:


  • Cost Clarity and Transparency: Simplifying tuition and fees

  • Expedited Degree Pathways: Identify and develop ways where students can graduate in less time.

  • Seamless Transfers and Pathways: Strengthening partnerships with community colleges for streamlined degree completion.

  • Tuition-Free and Reduced-Cost Programs: Expanding opportunities for students meeting specific criteria.

  • Industry Partnerships: Developing career-aligned programs to address workforce shortages and boost economic growth. Partner with companies for tuition reimbursement opportunities. 

  • Flexible Payment Plans and Open Educational Resources: Reducing financial strain through innovative payment options and cost-saving materials.


“Our graduates are the backbone of Oklahoma’s rural and urban communities,” Dr. Tatum emphasized. “By investing in these strategies, we’re ensuring that education remains affordable and reinforcing our role as the state’s largest engine for workforce development in critical fields like teaching and nursing.”


“I am impressed and encouraged by Dr. Tatum’s and the RUSO regents’ dedication to advancing affordability and transparency at our regional universities,” said Oklahoma Chancellor Sean Burrage. “The State Regents and I share that commitment. Accountability and transparency across the state system of higher education are central to our work, including a review of metrics outlining each institution’s financial strengths and challenges as a component of the tuition and fees setting process going forward.”


The plan calls on each of the six RUSO universities—Southeastern Oklahoma State University, Southwestern Oklahoma State University, Northeastern Oklahoma State University, Northwestern Oklahoma State University, East Central University, and the University of Central Oklahoma—to develop tailored three-year strategies aligned with the new framework.


RUSO institutions are vital to Oklahoma’s economy and workforce, with 80% of graduates remaining in the state five years after graduation. With this initiative, the Regents reaffirm their commitment to empowering the next generation while adapting to evolving economic realities.
